1 — Introduction
1.1 In line with the directives of the Ministry of Foreign Affairs and the Immigration and Citizenship Agency (ICA)
of the Federal Government of Somalia, an Electronic Travel Authorization System (eTAS)
has been established and implemented. The platform, accessible at
https://etas.gov.so
is designed to ensure that all travelers obtain an Electronic Travel Authorization (eTA)
in advance of their travel date.
1.2 With effect from 1 September 2025, all travelers holding foreign
passports must possess a valid eTA to be granted entry into the Federal Republic of Somalia.
1.3 Transit passengers
through Somali airports are required to obtain ETAS prior to boarding from the original departure point.
2 — Exemptions from Electronic Travel Authorization (eTA) Requirement
2.1 Holders of diplomatic passports issued by the countries listed below are granted visa-free entry into Somalia:
Turkey, Egypt, Algeria, Libya, Azerbaijan, Morocco, Indonesia, Rwanda, Malaysia, Ethiopia, Burundi,
Djibouti, Mauritania, Tanzania, Uganda, Tunisia, Comoros and Pakistan.
2.2 Holders of service passports issued by the countries listed below are granted
visa-free entry into Somalia: Turkey, Algeria, Egypt, Indonesia, Rwanda,
Malaysia, Ethiopia, Burundi, Libya, Djibouti, Mauritania, Tanzania, Uganda, Tunisia, and Comoros
2.3 Holders of ordinary passports
issued by the countries listed below are granted visa-free entry into Somalia: Rwanda and Malaysia.
2.4 Holders of ordinary passports issued by the countries listed below are eligible for visas on arrival:
Ethiopia, Burundi, Djibouti, Mauritania, Tanzania, Uganda, Tunisia, Comoros, Egypt, Algeria, and Libya.
2.5 Travelers holding multiple-entry visas, residence permits are exempt from the eTAS requirement.
2.6 UN Laissez-Passer (UNLP), African Union or European Union Laissez-Passers, European Union Training Mission (EUTM)
and European Union Capacity Building Mission in Somalia (EUCAP)
personnel are exempt from the eTAS requirement, upon presentation of a valid passport and (for EUCAP personnel)
an official Mission ID card.
2.7 Newly appointed EUCAP staff without an ID card will be granted visa on arrival with a valid passport and an official
EUCAP Letter of Assignment, which shall be accepted as equivalent to the Mission ID for entry purposes.
2.8 All passengers who are not nationals of the above-mentioned countries and hold diplomatic or service passports shall be required to present an
official authorization letter issued by the Ministry of Foreign Affairs of the Federal Republic of Somalia.
3 — Instruction for compliance:
3.1 All travelers are advised that failure to present a valid eTA, where required,
may result in denial of boarding or refusal entry into Somalia.
3.2 All airlines must verify, prior to departure, whether each passenger is required to
obtain an eTAS, including transit passengers, where applicable.
