1 Customs requirements concerning cargo and other articles
1.1 Any importer, who wish to import goods from outside Somalia must be
registered with the Ministry of Commerce and Industry (MoCI) and be in possession of export/import license as well as
required permits, licenses, and other line ministry registrations. In addition, the importer is required to
have a Taxpayer Identification Number provided by the Customs Division at the Ministry of Finance.
1.2 Any importer, who wish to import goods from outside Somalia must be

1.3 All air Cargo imported into Somalia must be declared to Customs and duty is payable on
them unless they are covered by an exemption, a suspension or they are duty free under the law.
1.4 Goods may be transshipped from one flight to another without a license,
provided that:
- The through airway bill of landing indicates the country of origin and the country of destination
- No Somalia interests are involved.
1.5 The authority responsible for veterinary controls of live animals is the
Animal Health Department of the Ministry of Livestock, Forestry and Range (MLFR).

2 AGRICULTURAL QUARANTINE REQUIREMENTS
2.1 Some plants and plant products require a Phytosanitary Certificate. Phytosanitary
controls are required for the import of certain plants, seeds, potatoes, seed potatoes, fruit and berries,
plant propagation material products and peat that could present a phytosanitary risk.
2.2 Consignments of live animals and animal products are subject to veterinary inspection at
the customs office of entry and must be accompanied by a Veterinary Health Certificate.
