1  Responsible service

The Air Navigation Services Department of the Somali Civil Aviation Authority (SCAA) is the responsible entity for the provision of Air Traffic Services within the area indicated underGEN 3.3.2.

Differences to these provisions are detailed in subsection GEN 1.7.

2  Area of responsibility

Air traffic services are provided for the entire territory of Somalia, including its territorial waters as well as the airspace over the high seas within the Mogadishu FIR.

In some cases, in accordance with the regional air navigation agreement, air traffic services are provided, under the delegated authority, in the airspace within another bordering FIR. Details of such services are provided in section ENR 2.

4  Co-ordination between the operator and ATS

Co-ordination between the operator and air traffic services is effected in accordance with 2.17 of ICAO Annex 11

5  Minimum flight altitude

The minimum flight altitudes on the ATS routes, as presented in section ENR 3, have been determined so as to ensure a minimum vertical clearance above the controlling obstacle in the area concerned.
