  TRANSITION PROCEDURE FOR ARRIVAL/ DEPARTURE AND TRANSITING TRAFFIC FROM CLASS G TO CLASS A AND VICE VERSA

1 — INTRODUCTION

1.1 In reference to the successful implementation of Class A airspace within Mogadishu FIR, this transition procedure will help to manage the airspace between the ATS units to avoid confusion of responsibility while transiting the class A to class G transition and vice versa. This procedure is for the smooth and safe transition from class G to class A and vice versa coordination.

Note: All times in this document are Coordinated Universal Time (UTC).

2 — SCOPE

2.1 The scope of this transition procedure is to make sure the safe and smooth coordination between the ATS within Mogadishu FIR. This procedure is for transition from class G to class A and Class A to Class G

3 — TRAFFIC COORDINATION WITH NEIGHBORING FIRs

3.1 Mogadishu ACC/FIC will provide normal coordination procedures with the neighboring FIRs in accordance with the Letter of Agreements (LoAs). the level of service provided by Mogadishu. In addition to all traffic outbound and inbound Mogadishu FIR shall be coordinated by ACC/FIC planer/assistance. All traffic at or above FL245 inbound to the Mogadishu FIR shall be advised by the transferring ATS unit:

4 — DEPARTING TRAFFIC

4.1 Coordination between APP and ACC/FIC
4.2 Approach Control (APP) will release departing traffic to Area Control Center/ Flight Information Center (ACC/FIC) frequency (132.5Mhz) when it is clear from its area of jurisdiction.
4.2.1 Transfer of control

The transfer of control from APP to ACC/FIC shall be affected when the traffic is crossing either FL245 or TMA boundary when on climb from Mogadishu whichever is earlier, to ensure that separation is maintained with the appropriate unit, in accordance with inter ATS units’ coordination agreement. ACC/FIC will be informed of all departures as soon as practicable after aircraft is airborne.

5 — AIR ARRIVING TRAFFIC

5.1  Transfer of control

5.1.1 

APP will take responsibility of the arriving traffic transferred by ACC/FIC when the traffic is maintaining, passing FL245 or TMA boundary whichever is earlier descending into Mogadishu, ACC/FIC will release traffic to APP as soon as practicable following coordination of traffic information in accordance with ATS units’ coordination agreement. All inbound estimates must be passed to APP as soon as practicable before aircraft start descent into Mogadishu. Whenever an aircraft is unable to establish and maintain radio communication with APP, ACC/FIC is responsible to give information and coordinate with Approach control by any available means of communication.

6 — PROVISION OF FLIGHT INFORMATION SERVICE (FIS) BELOW FL245

6.1 APP will provide flight information service (FIS)/alerting service to all flights below FL245 including arrivals and departures from different airports in Somalia, the provision of class D ATC will be provided in the TMAs by same unit approach control.
6.2 Flight information service (FIS)/alerting service will be provided by ACC/FIC to all flights below FL245 transiting Mogadishu FIR and outside Mogadishu TMA.

7 — Information To Flight Crew.

Essential traffic information shall be passed to flights operating within the Mogadishu FIR whenever deemed to be necessary in accordance to laid down procedures and shall include:

8 — PROVISION OF AIR TRAFFIC CONTROL SERVICES AT AND ABOVE FL245

ACC will provide Air Traffic Control Service /alerting service to all flights at and above FL245 within Mogadishu FIR.

9 — Separation Standard

9.1 The separation standard provided below FL245 and beyond TMAs are in accordance with ICAO Annex 11 and DOC 4444 PANS/ATM. Separation standard applied within the Mogadishu FIR at and above FL245 shall be:

Longitudinal separation minima based on time of 10 minutes will be provided to all traffic above FL 245 as follows:

10 — Communication

10.1 The communication between APP/TWR and traffic below FL245, is a constant VHF communication which is reliable for operations of Approach Control Services and flight information services.
10.2 The communication between ACC and traffic above FL245, is a constant VHF communication which is reliable for operations of Area Control Services and flight information services.
