The Somali Civil Aviation Authority (SCAA) is the sole entity with jurisdiction over Somalia's airspace. It's responsible for issuing all permissions for aircraft to land in or fly over Somali territory. The SCAA also mandates the authorization of imported aviation-related parts and flying objects.

All aircraft operators, regardless of their nature, must obtain prior permission from the SCAA for any purpose. Unauthorized flights violate both the Somali Civil Aviation Regulations (SOMCARs) and international standards set by the International Civil Aviation Organization (ICAO), posing a significant aviation safety risk.

Failure to comply will result in serious legal consequences and operational restrictions in accordance with national and international aviation laws.
